Zimbabwe will allow developers of carbon credits to keep as much as 70% of the proceeds for the first decade of the project but will be required to invest in communities and pay other costs, according to Environment Minister Mangaliso Ndlovu.

The government said in new regulations published on Friday that 30% must be paid over as an environmental levy.

In May, the government had decreed that half of the revenue of all carbon-credit programs would go to the government and at least 20% to local investors.
